Did not grow up on Western cartoons, and posting Soviet/Russian cartoons that a significant part of users has never heard of somehow doesn't seem very reasonable to me.
Also, technically an anime, but no Pokémon? Are you joking? That is one of my favourites.
I remember that there was a Russian cartoon at the national television during my childhood called something like Zayets, nu pogodi.
Tom & Jerry was my favourite, followed by Edd Ed 'n Eddy. Then, Pokemon came by ^_^. where is the fucking pokemon and hello kitty?? Dora the Explorer! 
Courage the cowardly dog, kids next door (or sth.),my life as a teenage robot, dragon ball z,tom & jerry,dexter's laboratory, then a bit later Avatar - The last airbender.
My favorite was Courage the cowardly dog (sometimes scary tho). It was a shame when old CN kinda died and replaced everything with crap. I still had Nickelodeon by that time. Beavis and Butthead, best all the time. Mr.Bean,Phineas and Ferb,Gravitty Falls (Disney) Ed, Edd, & Eddy was the shit. So was Courage the Cowardly Dog. Adventure time: officially premiered on April 5, 2010.
I don't think this show can be in this list.
