@user MrShock: You don't always need a CD, please know the topic before posting anything. It's useless for the OP and just a load of spam. And fix that arrogant attitude of yours.

You could have avoided this by searching it via Google.

Well if you still have one of those floppy disks, and a reader, you could upload a custom bios and have that format your hard disks.

That's only if you want to just format.

Another is to download ubuntu onto a USB flash drive and tell ubuntu to format. Then you can choose to install or not.

By formatting all the hard drives on his PC, his PC will be formatted. Now, really, please, search before posting.

You've got a point. But you can't completely format your PC. You're only able to format your HDD which doesn't contain and uses Windows files (system32/Win32/Windows, depending on which WinOS you have.)
Afaik, my computer has a format button that only becomes available when booting the PC (I guess it's F7).

Well, you can simply download a lightweight linux distribution and run it from USB stick (pendrive). Or from CD you can burn.

Just use search.

Eventually, if you've got USB stick simply format it and check "Create MS-DOS start disc", reboot, load system from USB and type format (drive letter here): e.g format c:
