49 fps and off center screen

Ok well I have 2 problems;
First, Whenever I play cs2d, my steady fps rate is 49. For a second or two it goes to 50, but when I play it's usually 49. I've heard that maybe its because I run on windows xp but idk really.
Second, when I play fullscreen, the game doesnt fit my moniter right. There is black on the top of my monitor and on the left, and parts of the bottom & right get cut off. On other games I play this doesnt happen
I just need to know if/how i can fix these

The FPS is like that for everyone with good computers. About the graphic - maybe your resolution is weird and 640x480 can't properly be magnified to fit your screen entirely - I dunno.

On my uncles Toshiba laptop I changed from openGL to Directx and it fitted fuly, but the pixels blur a bit, so I suggest ceeping small window mode.
When I ran it in XP it was 49, Win7 = 50 fps...

Is it possible to go above the framerate? I want it to be like quake 1000 FPS!!!
Oh and OpenGL lags for me, Directx ftw

if i were a developer i would want my game to have the same maximum fps regardless of operating system... lol oh well

Yeah human eye is ~25-29 fps, so 50 should be fine. When there are many explosions it does lower...I don't know why, my computer is awesome! I can run Crysis 2 FULL GRAPHICS and when it's a max server with many people spamming grenades my frame rate doesn't even lower.

BlitzMax is very slow when it comes to drawing MANY images. I would have to go to a lower level (directly using OpenGL/DX) to optimize this - and I'll not do that.

yeah optimizing down to the core seems very difficult, opengl naturally lags on windows I'm not sure why D=
