I found it:

Anyways, the main reason I'm posting here is because I really don't like the idea that you're banned if you get vote-kicked. Why? Because some players will vote-kick others for no reason, or maybe because they dislike them, or they just have trouble killing them and that gets them pissed to where they will vote-kick them and then all the other players will follow along because they think that the player who is getting vote-kicked is doing something wrong when he's really not. So, DC, maybe you can find something other than a ban for a punishment when someone is vote-kicked?

voting would be rather pointless without ban. The actual problem is that there are groups of idiots who perform collective votes to ban innocent people. I can't do anything about that as game developer. server admins should disable the vote function if this happens too frequently.
moreover the temp ban you get when votekicked is currently not really a temp ban. it stays active until the game server is restarted. this will change with the next release. then temp bans will stay active for a defined duration (1h by default) only.
