My friend can't joined my server while other players can and it says failed to join the server because timeout, he never change his firewall setting and in before he can joined the server, how this can be happened? What should he do to regain his access? This is weird because other players can see it and joined while only my friend can't. His CS2D client can join other server normally by the way and he had change his network to a different network(different ISP) but still can't join my server.

Maybe the firewall on the server blocks the IP/IP range/country/ISP of your friend?

Or his ISP blocks the used UDP port for whatever reason. Is it a special port? Can he join other servers which are using the same port?
