i've a problem with FPS, ever i can't play CS2D because fps down to 7~8.

the CS2D only runs on OpenGL, if not crash (exception acess) and when you open a map, besides the problem with fps, it is changing the tiles, they disappear and appear again, change to tiles from other maps as you go walking.
already re-installed NUMEROUS times ..
- download ccleaner and use it to clean ur pc.
- delete all wat u dont need on ur PC.
PS: i had same problem as u , my Fps get down to 30~40 and i've done this steps , now my PC load cs2d with 50fps and ofc orther games ...
If the problem persist you need clean the pc or reinstall windows.
Running too much programs: If you run other programs that are consuming a huge amount of RAM, is better to close them while you playing. Outaded video card drive: Make sure you update your graphics card with newest updates. Bad graphics card: If your graphics card isn't compatible with CS2D, you must change it with another graphics card and a good one. The OS: If the problem is still same, you should reinstall the windows OS. 1.Open the Task Manger. (CTRL + ALT + DELETE)
2.Go to Processes section.
3.Press right mouse on CS2D.
4.Press Set Affinity.
5.Check all the boxes.
6.Done, try it!

That's one of the reasons why you have low FPS. Because it's not a very known or any reasonably good gaming graphics card overall.
It's also due to the Intel Celeron dual core 1.10 GHz processor. These two components are the main causes of the FPS bottleneck of your PC that you've bought.
I'd recommend buying a cheap NVIDIA GTX 750 Ti (2GB GDDR5) along with a quad core processor such as Intel Core i5 4690K. It'll make both 2D and 3D gaming fun, so follow a tight budget and see when you can afford these components then you won't have to worry anymore.
These are the components I currently use and I can run both Counter-Strike 2D (59-60 FPS), Counter-Strike: Global Offensive and so much more with a average of 30-40 FPS on highest settings (non overclocked).
When my graphics card is overclocked I can run any game on highest settings with like ~120 FPS when using EVGA PrecisionX 16 overclocking software, so yeah... that's just me. I imported my PC from Germany and it was pretty good for a budget PC.
i've instaled Windows7, and now the motherboard accepted the graphic drivers. and finish work!

_Yank: I have Windows 8 but tells me to upgrade to the 8.1 W but the W8 is better , @ maqL: of nothing _Yank hat geschriebenI guess it's ok but Windows 8.1 would be better in this case (as it is lighter, faster, updated and also, comes with lots of fixes/improvements)
Windows 8 is not good, Windows 7 is better with it's service because Windows 8 has a lot of problems as hardisk problems as a lot of people said.
