Because CS2D only plays non MPEG Layer 3 (aka .mp3) audio files, like .wav or .ogg. Use ogg. It's better anyway.

MPEG Layer 3 Audio File SFX" in the CS2D changelog. No matter from where you got that line: It's simply wrong.
Secret hint: MP3 is not supported because of MP3 licensing issues (costs). Just use ogg, it's better anyway
