Help with dedicated server !!!

Last week i try to create a server with "cs2d_dedicated".
I saw a few tutorials on youtube,read official documentation,threads on forum etc.
But i still can't to create it , i mean add it to serverlist ,
coz i see normal reports in ms-dos window of "cs2d_dedicated" when i join or write something
Information:
->I haven't router so i can't to do as i saw i tutorial video(go to 198.168.0.1 and ........)
->I dont tryed connect to my server from other PC via IP
Advice me something usefull please.
