2 Ways :
1- by the rcon and u have to used console to use it.
2- by LUA and u have to add a amx2d lua or w.e lua so u can make it works to have admin in ur server.

but u can use the rcon, Example : open console type :
equip [player id] [number 1-88]
equip 1 45 : give u Laser, or equip 1 47 give u RPG.

the title is stupid, read the rules, you are already an admin when you start a server -.-
