you can't add new states (like sleeping, confused...) you can't add new stats (to the stats screen which appears after a match)but if you are talking about states: the next version makes it possible to create Lua scripted objects which stay in the game for more than just one turn. this system can be used to create something like states.

Yeah, I've seen turret weapon/tool in the armoury. I feel it will be released very soon!
