It's not "a Halloween", but without the a.
Halloween is Halloween so it doesn't have any differences from country to country (those who have Halloween as a fun day (like Portugal) or as a tradition (like the UK)).
@mat5b: Halloween, as I said above, is a tradition only at the UK and the USA. Your country may try to "copy" Halloween like Portugal did.
