it impossible to ban persons. I can ban u.s.g.n. accounts and I can ban IPs. but he doesn't use accounts (or registers new ones all the time - I already banned accounts of him) and he has a dynamic ip. which means that his IP changes all the time. IP bans wouldn't do their job very long.
moreover it's impossible to ban someone from the whole game. you can only ban people from servers or ban their usgn account completely.
so it is impossible to realize that.
