The fact that it doesn't return an error message at all (In deed, it seemed to have connected successfully to the USGN for the usual checks and stuff) seems extremely weird... Are you sure you edited the correct configuration file? The only way that the server will omit the USGN Registration completely is if you explicitly tell it to use sv_lan.
But I've tryied to delete this line too...
And by the way, you can connect by IP:

Add to the Favorites tab, it will be there...
But if you take a look on Internet, it wont there...

Sometimes it will say "USGN IP can not be obtained" or something
Maybe because your IP is banned from the Global USGN server who knows...

Yes, it runs by Dedicated Server ~Windows
IP banned? Why? DC didn't banned...
The server isn't running on my PC, it is on a big
company here in Brazil, wich host servers for games!

If you're hosting on your own computer it wont show up sometimes
