Ya.. You have to put the waypoints there were they will move. They move along those points and line between those points. Bots will respawn onto midle of the info_t or info_ct area. There were seen red if its terrorist or blue thing when it is couter-terrorist.
I don't know how anyone else has made that but I do it that way. Just follow the instructions

You have to click a point where you want to put way point.
Then click the same point again.
After that you click point where you want to their moving.
You have to put the the way points in the midle of the red or blue area where they will spawn. And the waypoints have to circle all points where they will spawn..
You don't have to put the waypoints an everywhere just where you want to move them. :)cookie

DC has written:
do no create too many waypoints! (do not set them too close to each other)
the distances between the connected waypoints should roughly be the same (it should be no problem if you make some exceptions)
make alternative ways and not only one
make at least one way from the base to the map goal! (bombspot, hostages, vip zone)
connections must not touch any walls or obstacles! imagine a rectangle which covers the whole connection. in this rectangle should be no wall or obstalce!

if you pay attention to all of this it might work. however the bots do not work well to 100%. In some cases they just do not do what they should do even if the waypoints are perfect.
