It will look very suspicious when we investigate because it will look like a multi acc in case that person already owns another account (this may lead to a ban for all involved accounts) The person who's creating the account will know the password and can login into your account. This is forbidden because account sharing is forbidden (can also lead to a ban of all involved accounts)So I highly recommend to create your account on your own.
I also don't see any plausible reason which would make it necessary to let someone else create it.

I hope you are aware that it is strictly forbidden to create and own multiple accounts. The registration page is very clear about it.
Evading bans (e.g. the game ban of your current account) by simply creating new accounts can be punished with a full life time ban of all accounts. We do not tolerate cheaters.
