Every time the map changes into a custom map that nobody has downloaded, it sends the map files one player at the time.
As my server is a 7vs7 server it takes a long time for every player to have finished downloading the map files
The transfer speed is at default, most of the player just don't want to wait for their turn to start downloading the files so they just leave.

I only have 3 lua scripts, which I have modified into my own needs.
I can paste them here if anything, they are pretty simple though.
(Better Team Balance, shake screen when hit and simple MVP system)

Is there anyway to make it send map files to everyone at the same time?

You can however increase the transfer speed so people don't have to wait for such a long time:
cs2d cmd transfer_speed

The default value is at very low 25 kb/sek. You should be able to go MUCH higher with most servers. Values which are too high for the bandwidth of the servers can lead to increased latency and even connection problems though.

btw: Lua scripts do not need to be transferred and do not affect this at all. Only custom files like custom images and sounds and of course maps with their resources do.

@user VADemon: Good idea. HTTP downloads could also be a solution but you need to setup an additional web server for that or upload the files somewhere. Also I'm afraid that this feature is kind of... fragile.

So increasing cs2d cmd transfer_speed might be the easier/better approach.

Which fill the list with empty servers or 31/32 bots and they should be blacklisted for it.

There's this Luna RPG server with like 6 of these servers. It's annoying.

They rather shouldn't because servers may have server transfer list which contains lots of files. I probably downloaded 700~ files from there and there's no way that there would be more than one player in that server at the same time if he wouldn't have found a solution like that.
