There should be a menu, where everyone will be MUTED when you join the server. And you can allow them to hear you or not but 3 states:
MUTED (No you and him may hear each other)
VOICE (You and him(if he's allowed your id) may hear each other)
N/A (The guy is not allowed to hear you, even if he have "VOICE" on your id(in cases if you dont want him to hear your voice when you muted him))
otherwise it will be not so good

@user SQ: Wouldn't the voice chat system cause problems? I may be wrong though but the current layer network of CS2D isn't designed to handle the voice traffic properly. Or did you completely re-write the network stack from scratch?
