Because there is no hook to receive voice from the players.

For example:
addhook("say","myFirstHook")

That will get all text the players type, there is none for actual voice.

I've wrote microphone support for multiplayer in BMax, but that's unnecessary feature in CS2D

@user SQ: I want to hear kids screaming to microphone . Anyway we can make mute command for that, so this feature is really good. I vote √ to add it in next release.

mute all by default then.. Peoples you want to hear would be able to say something to you only when it's enabled for them(and also allow/disallow to hear your voice to certain players(also off by default)).
But i'd vote no if there is feature like that would be suggested.

We don't do this because:
• big effort
• we already added a lot of new stuff which still needs work
• it would consume a lot of traffic, potentially leading to lags and other problems

I highly recommend to use external voice chat tools. This has many benefits:
• Definitely way better than the stuff we could implement + more options and flexibility
• Runs on a separate server, not causing server lags when using weak servers for CS2D

Also realistically seen voice chat only works well when playing with a clan or a fixed group of people who know and respect each other. In most cases public server / game voice chat would lead to people making funny and annoying noises only instead of actually using the voice chat in a good way.
