Definitely, you also forgot the GPU which is also important too. I think with 4 RAM and 4 GHz of CPU, you can run almost all games (which some of them you need to run at low settings but depends). For these specs you can run Counter-Strike 2D without problems like lags and FPS drops. Although we can't say same as for other games but I'm sure you can run almost all of them.

As for the Internet, the major factor that influence it's your net speed. If you have a shitty net speed then is obvious that your Internet speed connection is low.

P.S: As for the GPU, don't choose Intel HD Graphics because majority of them are the worst GPUs. Nvidia GeForce would be a good choice but is up to yourself to decide.

Toshiba and Asus brands laptop are good.
That's my opinion though, you can look up on Google for good laptop brands.

Toshiba, Acer and Asus do it pretty well but I think HP is a better choice.

350 euros are definitely not enough for a new gaming laptop. It should be over 450 € to run some new games, althougt it wont run gta4 or something like that. Ram should me more than 3gigs and id recommend nvidia gpus. Asus and hp should be good, though acer is cheaper one, and toshiba will do nice, too. Id chose laptop for other things, but desktop pc is the best case for gaming.

If you need a laptop for playing CS2D, any laptop will do. Seriously, go find a dusty one in a garage or sth. CS2D requirements are really low which is great. You don't need a modern laptop to run it on best settings.

HP sucks. Once it's running it sounds like it want to launch into space. They have crap quality fans. Acer will normally contain an AMD processor, which is a kick in the nuts both performance-wise and price.

You'd be better off getting a cheap ass laptop with an i3 instead of an AMD 7.

Asus is pricey. It's great stuff but if you want something that simply put just works - Toshiba is your best choice. They don't specialise in gaming or business use. They just make normal down-to-earth laptops. I second Oxy on getting a Satellite judging the OP's budget.

And no - No problems on Windows 8.1 while running CS2D. Why should there be.

How abou windows 8.1 and cs2d? Anyone have problems?
I am using a legit Windows 8.1 and everything is completely fine and it's actually better than XP and 7.

Those who say that 8 sucks are fucking lead pipes that jump on bandwagons and probably spend 95% of their lives on 9FAG.

If you buy a laptop with licensed Windows 8.1 (don't remember about 8 though) - you'll receive literally free upgrade to Windows 10. I don't know the details about it, Microsoft will probably want to make you pay later anyway.

I had two Toshiba Satellite laptops bought in a row, one after another. They just worked, I could play most of the games on medium settings, their hardware also works good with Linux.

One thing to know about Toshiba Satellite is that you don't want to keep it hot for a long time. They have terrible cooling and you also need to clean fans once a year.

On one right now. Bought it for school, good enough to do anything. Compiling on Android Studio can even run smoothly.
