I would like to talk about those people who upload bad quality files in file archive with the words "This is my first..."
Most of them is very lazy and don't wanna try to spend some free time to look, test and think how to do something better than it is, how it can be improved.
I understand that most of community are young, or the presence of even children. BUT

12 April 1961 - It was also his first(and last) time too - but he does not whine as you. In human history, there are many people who were doing something in first time, but it does not mean that they did that bad or not qualitatively.
So maybe you shouldn't do concessions and excuses for those who do something in "first time"?
Maybe you should start doing something to a higher level than it was before you?
Maybe you should try prove to yourself that you can do something better than others, or than you did it in last time, so that you can to serve as an example for others too.
I'm a bad skinner, i'm a bad lua scripter and quality of my maps and mods is also not perfect, but as you can see in my files and screens - i try to do all with most quality as i can.
All we want to play in a beautiful and interesting game, but why at the same time you do not want to try to make it better yourself? Why you do not want to try to make it better for yourselves and for others?

by the way earlier i have said many times that you need to create a public moderation for files that people upload to site - then users will be able to vote(or other variations) to decide possibility of publishing current file. By logic, in thats way of all files in file archive can be provided to vote and to clean low-quality files.

By receiving positive feedback for bad uploads an user's future uploads will never improve. There is no incentive for them to change an already working formula.

That's right, those of you liking files irresposibly and for the sake of liking are the reson the archive is slowly crumbling.

We can't avoid having "low quality" files in the archive, as the files for US.de's games (Mostly CS2D) are made with programs that are easy to use, like Paint. Anyone can make anything in Paint. Even lua scripts are easy to copy as people can just take someone else's lua and add something small using Notepad++. Since those programs are easy to use, people think that they can make something good just because they know how to use the programs. Mods for other big time games like The Elder Scrolls and Fallout are usually massive and high quality because they they take more time to finish as they use different programs to make models and other things and people who make the mods know how to use programs that are more sophisticated than Paint.

Also, people aren't trying their best because they don't live making skins. They have other things to do and they don't have time making high quality files for a small time game.

One of the main issues in file archive. I totally agree on this one.

Anyway, I'm afraid the only way is to deal with it. That's how the market goes... If suddenly someone started selling manure in the local shop, everyone would become aware of it but nobody would buy it, meaning that the shop would have to take it out eventually. Here, however, moderators are the ones that take off improper files. Since addressing that issue, I saw that user useigor started enforcing rules on file comments and me and user Starkkz try to delete most bad files (well I can't do it recently cause it's time consuming and I don't have time, sorry ._.)

Either way, as you said, most uploaders won't read this or if they do, won't bother to listen for the reason that was mentioned:

There's nothing we can do about it. If you dislike the file, you could hover cursor over file title to see who uploaded and then decide if you want to look through the uploaded file or not. Looking at them is not compulsory, you know...

rating system of voting with different parameters based on personal rating person for all experienced and active users and moderators.
Example as parameters for skins:
* similarity to original
* originality
* detail
* ...
so on

We must look for a solution, and not to give up and look for the pitfalls.
This system does not work immediately, because need to change current system of likes - so I suggest creating a temporary forced voting using permanent banner, or separate functional for active users. There are many interesting and useful user rating systems which implement various websites and forums. And it only has a positive effect on activity of users.
A similar type of problem can be seen on forum too, and only after introducing conditions with using experience of others websites/portals/forums in solving similar problems we can find a solution that will fix that situations.

Whenever someone creates a map for their first time I take that into account and give them advice if necessary to improve their maps if they have any problems, so yea I don't know what else to say here. Everyone has been a first timer a.k.a. newbie once and you'll get better with time at mapping for example if you keep at it. That's my words of wisdom for the beginner mappers out there. The skin creators and scripters alike also could learn by taking courses in graphic design and programming to get better also.
