If you want something done, either give something in exchange for people's time and effort or do it yourself.
Since you're below 18, there's not really a good way to pay others so the best way to achieve something is to do it yourself. However, there will always be someone here who will be willing to help you. The quality of his work is in question but hey... at least it's free, right?
You can gather extra attention if you present what you've already done or what you're planning. The formal is obviously more effective.

Here I offered money for work (small pay but adequate) and nobody even wanted to make a template of it.

Infinite Rain: Thank you.Currently, I work alone, there are many initiatives mods - but it's all a result of improved template mod(There are many ideas that have been successfully implemented in it).
And my friend helped me with compiling and encryption for lua scripts - after demo release it will not be available for free editing.
