How to allow players kill eachother if they're in the same team in team deathmatch game mode?

Does the usgn got a spamm cooldown because when i want to log in my usgn and I write the password wrong a few times I can't login. And After a couple of minutes I can login again.

I don't see how this is related to the original thread topic but yes it has this stuff to stop brute force account hijacking.

What exactly do you mean with "dead chat"? You can always chat when being dead in CS2D. It can't even be disabled (unless you're using Lua scripts to do so).

when someone is spectator and writes something as (dead) the (alive) players can't see what he is writing.
