I think people don't want to start an another pointless war. And US tried to force starting a war, but that didn't work because a handful of countries declined that decision (normally they'd support the US) and that is because the governments were aware of receiving less votes in a new election.
Now the US tries to stick to Russia's "solution" about chemical weapons so they don't look like the bad guys [edit: wanted to start] who started a war.

Well actually they were willing to attack certain places that have weapons and stuff like that in them, but it's not gonna happen now so yeah.
I see the threat worked, bashar's army so far agreed to hand over their chemical weapons, I agree Israel should do the same too.
