If you are admin of server then open console.~ is default console key
after that type in mp_infammo 1 and you're done.If you're using remote control password then
Open console and type in your rcon passwordE.g. rcon_pw banana
After that type in the same thing but use "rcon before it.E.g. rcon_pw banana
rcon mp_infammo 1

I think that its related to German keyboard or whatever. Just set it from the controls tab in options.
In Germany it is the key for ^ and ° (it's below ESC on German keyboards). In other countries it seems to be ~ or something entirely different.

DC: I see. Thanks for this little piece of information. 
Just enter the command in the chat but add a slash in front of it! I mean enter the following in the chat:
/mp_infammo 1
It does exactly the same thing without opening the console.
