I couldn't open Game Maker, because I have no .net framework. I tried to install it, but the installation is being a troll. It goes to 45% then to 0%. Y U SO TROLL?!

Herp fucking derp, no, you wouldn't be able to make a virus with Game Maker. If you think you can, you're deluded and requiring several long classes in school again to teach you how programs work.
You could probably make a trojan with Game Maker, but beyond that functionally it would not be a virus - By definition a virus is more often than not a small singular script, whereas Game Maker can only compile excecutables. Trojans are classified as malicious programs that dupe you into thinking they're something good.
Go take some courses in multimedia/computing classes, noob.

In Delphi you can make viruses too. Good and easy for making games is The Games Factory 2, you can even make multiplayer games there if you install some addons.

Doesn't help you. You still need to write the actual malicious software in a language such as C, ASM or some other language with a linker that supports outputting to a dynamic library.
