Depends on the time the game is set in. It looks very 2000s/2010s modern, and GTA: SA was about it in 1990s. If the new character meets CJ in the 2000s, he'll be so old by then.

Elfing: I don't think it's going to be totally based in San Andreas (but I hope so), but at a start the beach looks like one from Los Santos and at the end it clearly has the «Vinewood» sign, exactly like in SAn Andreas.
