I was kind of thinking that is there any programs that can glow a Text!? Im kinda using a Paint in my computer! So i need new programs!

I was kind of thinking that is there any programs that can glow a Text!? Im kinda using a Paint in my computer! So i need new programs!
Photoshop can do that too, but the price can be a little too high for what you want.
1. Create a new layer, and move it below the text.
2. Copy and paste the text on the the lower layer ( perhaps a different colour could be used? ). Make sure it is hidden behind the current text and is not showing anywhere.
3. Blur the lower layer using the 'Unfocus' effect, about 3 or 4 should be a basic glow..
5. ???
6. PROFIT!!
