also all votes of newly created or inactive accounts will be ignored for the final decision. so don't waste your time with creating illegal fake accounts. you will only get banned for that. no profit for anyone.
EDIT: I can't stop loling about how kimkat is just winnig Vectar by 1 vote.

real next phase is obviously asking the user with most votes if he wants to become moderator and make him moderator if he says yes. otherwise ask the next one and so on.
