Most players ask me "Hey Cali when PCL starts ?" now, with the opening forum I reveal some information about that 
The first change is the addition of elimination in the form of two separate tournaments :
1. European Clans Cup - The tournament will consist of two phases, first "Grupe phase" and secound "Play-off phase". Teams get to the podium right to play in the PCL 2011. All details will be given until May 10 in the Rules of ECC and we open registration. Let me emphasize that the tournament will be able to register all the European teams. ( It will not be long tournament )
2. European Clans League - The European League will be the second after the ECC tournament qualifying for the PCL. It will be a short league from which four top teams will get a chance to play in the PCL. Start scheduled a week after the ECC.
I note that if both tournaments similar teams will occupy the same places then the other teams from other places will be taken into account if they meet the PCL conditions.
We also prepare individual tournament for players like European Players Cup. Soon we add information about WCL too.
We are constantly working on the portal that PCS will soon be opened and the amendments to the forum. May 10, we will try to get everything ready.

I only wait Calibre answer for my questions Although I believe (not really sure) that advertising isn't allowed I think this is a big deal which has low chances of failing and should be an exception

But anyway, i think it's a good idea, but normally those things fail 
I hope it works. It's not a clan name, it is a shortened title of Polish Championship League or something like that. Yes, usually tournaments fail, but PCS been around for like forever, like 04'/05' IIRC. So good luck to another successful year. Oh my god seriously. Calibre just take this post to clan websites because you're going to get about 1% normal people to respond to this here.
I'm planning to help you with some stuff like you asked for once I know that this is actually going to take place. I'm not going to risk wasting my time on a failing project. Looking forward to this Tournament 
Picias heh I thing PCS Project has existed for more than you play Cs2D And most important information for you : PCS is not a clan ;).
Quattro - PCL is Pro Clans League and yes in the early years was a Polish league but in PCL played many foreigners. PCL is right now a part of PCS Project
