My problem is that my router control panel only let's me to change the last number in the IP.

Your PC should have a local IP like 192.168.1.XXX

Yeah, because normally the first three parts of the IP are the same at your PC and your router.

SO, what should I write in those fields? He doesn't let me write 1, because it is the same as my local IP.

DNS: 192.168.1.254
Default gateway : 192.168.1.254
How will my port forwarding look like?
I use asus RT-N10 router with Firmware: DD-WRT v24-sp2
EDIT:
When i start dedic server it say udp socket initialized using port 3348
U.S.G.N ur game version is up to date (i use 0.1.1.8 so it is lie!)

You can't. The router CP doesn't let you forward ports to your local IP.

EDIT: I enabled DMZ. I know it is risky, but single port forwarding didn't do it's job.

I just enable UPnP so apps can automaticaly set the port forwards by themself but cs2d won't do that
Friend tried to connect by IP but timed out. Error message said that my IP was 0.0.0.0
Why?
