I believe that file is called servertransfer.lst. You need to make sure that the file destination (in example: C:\My Documents\CS2D\sfx\music\<map name folder>\music.ogg) is correct, then it will be downloadable after you've started running the server. Make sure you do things right because it takes alot of effort to make a good map with Lua scripts. is the download.lst free of errors? (not exactly download.lst but something smilar) are the files really there? what does the serverlog say?
Footnote: The music file should not exceed 5-10 MB, adjust the music file to be short and then put it in loop-mode otherwise don't add the music file to the map at all since players will sometimes not have the patience to wait for the map files to be downloaded.
