gimp runs on Linux, Mac and Windows...

Paint, lol it's okay but the graphics quality isn't that good
Photoshop is good, but not free
GIMP shop is a mix of photoshop and gimp+ it's free
Inkscape is ok(never tried it)
Nothing is better.
OR
Photoshop, but well ehh
Nothing legal if you wont buy it....
i tink its a good program even if i nearly never use it
(takes long time to load)
GIMP has the same functions as Photoshop, but it's free.
