I calculated that:
1 second = 5 tiles when moving using A,S,W, and D.
However
1 second = 3 1/2 tiles when moving diagonally either hitting AW, AS, DW, DS.
I didn't think this was fair. Many people rely on diagonal movements when strafing.
I would classify this more like a bug.

sorry but your "calculations" are wrong/don't make sense. you always move with the same speed. no matter if you move in one direction or if you combine two directions (moving diagonally).

I'm 100% sure about it because it is coded in a way which doesn't even make it possible to have different speeds for different directions because all directions/angles are handled in exactly the same way.

in older versions diagonal movement was FASTER than linear movement which actually was bug. there is no bug with that anymore.
maybe you get a wrong impression when you play old versions (0.1.0.4 and older) shortly before playing newer versions.

and just to show that your explanation is nonsense:
a tile has a size of 32*32 pixel but that means that the angle bisector (a diagonal) is (square root of 2)*32 which is about 45
