My recommendation:
if 2 or 3 users ar voting for the same user(hacker) then
maybe there is some way to show messagges to voting-passive users ( WAKE UP, PRESS "V" TO VOTE!!!)

or even maybe add a "reason message" when vote kicking, so ppl know why are u voting
it's possible to script alternative voting systems with Lua in the next release.
when i start prison server, i ban 60 freekillers per hour

Yes, I have realised that people don't vote when they are unaware of hackers. As the author said, you should put on something that attracts unaware people. I recently saw ADONRADON, everyone was aware of his hacking so we just voted him off.
a little message togheter whit the vote showing the reason why you voted would take care of that
