Thanks a lot, you helped me out a lot. But now the effects such as the white smoke makes me lag. Is there there any way to tone those down a bit?

try opengl/directx win/fullscreen, set everything to low, update your drivers.
if it's still too slow: stop playing cs2d or get a faster pc.

Yeah Gen_weather kills CS2D and makes it really laggy.
As suggested OpenGL is actually much better to run on laggy type computers.

Yeah, it fades right when you get it.
I change the chat fadeout to 0 in HE based maps.
In others I normally change it to 3 or 5
and yeah HE based maps are pure spamming

Perhaps chat makes me lagin snowy prision map inside the cells are flares respawn, and sometimes the spam kills the fps counter
