go through the different settings and you will find what you need.
afterwards start a server with your client and setup everything as you need it.
all your settings are saved in sys/server.cfg and sys/more.cfg
just copy these files to your dedicated server's sys folder and start your server to use these settings.

sv_gamemode (use sv_restart to restart the round when you were on the server while changing the game mode)
