Internet speed on your computer depends on many things.
The first one is obviously your Internet Service Provider. If you get poor net... you get poor net. If you don't like it, you change the plan or provider to someone who offers faster internet.
The second one is how you get it. Using cable provides you the best possible speed but if you're using wireless internet, it slows down quite a lot. How much it slows down also depends on the router. If you have a TV that has internet too and it's on, the speed can slow down too (for me it slows down 5-10 Mbps).
Finally, the computer itself. The speed also depends on which method you're using to get net. I haven't really looked into it but mostly it's something like 802.sth sth g net. That stuff also affects the speed of your net, so even if you get quite good net, if your pc is old and it's type is sth sth, you may still get quite slow internet.
I advise you to plug in cable and get a better ISP/plan for internet. That's your best choice.
Also, yes, that speed is REALLY REALLY slow. It should take you ages to do anything on the net with that speed.
